The exchange of "Imushchestvo" (Property) personalized privatization vouchers is ongoing
The exchange of state-owned shares in open joint-stock companies for registered privatisation vouchers “Property” is currently ongoing.
The validity period of the registered privatisation vouchers “Property” runs until December 31, 2030 (as established by Resolution of the Council of Ministers of the Republic of Belarus No. 298 of May 30, 2025).
Shares may be exchanged at any branch of ASB Belarusbank OJSC that carries out transactions involving “Property” vouchers. Currently, shares in 137 joint-stock companies of regional and national significance are offered in exchange for vouchers, including enterprises in industry, construction, agriculture, transport, trade, and other sectors of the economy. The list of companies is available on the website of ASB Belarusbank OJSC. The same website can be used to find a bank branch that carries out transactions involving “Property” vouchers.
To acquire shares in exchange for “Property” vouchers, a citizen must present a passport of the Republic of Belarus and a “Property” voucher certificate. If the certificate is lost, the citizen retains ownership of the “Property” vouchers, and the certificate may be restored by the bank through the issuance of a duplicate.
In accordance with the legislation, vouchers credited to a citizen personally, as well as those received under gift agreements (up to a total of 250 vouchers) and/or through inheritance (without limitation) from close relatives, may be used to exchange for shares, provided that only vouchers issued to those persons are gifted or inherited.
Important! After “Property” vouchers are exchanged for company shares, the vouchers are cancelled and cannot be returned for reuse.
To reduce investment risk when exchanging “Property” vouchers, it is necessary to obtain information in advance about the joint-stock companies whose shares a citizen intends to acquire. Information on the financial performance of joint-stock companies is publicly available on the Unified Financial Market Portal.
By acquiring shares, a citizen becomes a shareholder of the respective joint-stock company and, in accordance with the legislation, is entitled to:
participate in the management of the company by voting at shareholders’ meetings;
receive dividends corresponding to their share in the company;
receive a portion of the company’s property in the event of its liquidation.
Shares may also be sold through the trading system of the Belarusian Currency and Stock Exchange OJSC with the assistance of a professional securities market participant.
The register of professional securities market participants is available on the official website of the Ministry of Finance: https://www.minfin.gov.by/upload/depcen/licenzirovanie/reestr_prof.doc.
Information on the procedure for conducting share-disposal transactions on the exchange market is also available on the website of this ministry.
Detailed information on the use and exchange of “Property” vouchers can be obtained from the State Property Committee of the Minsk Regional Executive Committee by phone: (+375 17) 500 45 08.
